Transplant of neo-liberalism after 1990 gave unlimited space for the role of western neoliberalist donor agencies and international non-government organizations to implement anti-communist agenda in Nepal. The implementation of the World Bank's Structural Adjustment Policy was mainly introduced to institutionalize the Western liberal political structure, so that possibility of Communist's rise in Nepal would be prevented.
